I don’t know what to type here and I can’t seem to understand how to create a paragraph for each field set.

I’m a little confused by your question because step 44 doesn’t have anything to do with creating paragraphs in fieldsets. Can you clarify which step you are asking about?

What I am talking about is creating css paragraphs for the html to remove the border and to adjust the paddings

this is one of the fieldset elements you currently have.

This exercise though is about writing CSS code to target the fieldset element.

So you should start by writing a new element selector in your css to do that.
(Then add the properties requested by the exercise. Remember you can always click Check in the middle to see what the Hint suggest)…
