I think you should add the border-bottom attribute as the last entry of your fieldset selector. Since fieldset is an attribute selector, your declaration for border and your declaration for border bottom have the same specificity. In this case, the one that is declared later wins. So to some it up, what you have written is correct, it is just the value for border-bottom is being overwritten by the your last border declaration.
