Honestly, I cant figure out what an a element selector is. I have tried multiple different variations that I have found online but none of them are working. Can anyone give me a better understanding of what they are asking for?

The hyperlinked text is wrapped with ‘a’ tags. You should target the ‘a’ element as a selector:

So an element is for example the h1, h2, h3, p, form and so on. Everything you put in these brackets < element >. Therefor it wants you to pick the element, which holds this value “terms and conditions”.
You nearly got it with your anchor element, but you are trying to select “link”, which isn’t present here. Try only to select the anchor element just like you would select an paragraph element.
