Commented code is surrounded by <!-- and -->, so if you want to uncomment code, then make sure this is not the case. The only thing you changed to the original code was add a ! in front h2 in the <h2> tag.

If I wanted to leave the p element uncommented, then I would write the following:

<h1>Hello World</h1>

<p>Hello Paragraph</p>

See how the h1 and h2 elements are still surround by <!-- and --> ? Those are still commented, but the p element is not.
