Tnx for trying to find the solution, but target="_blank" attribute causes the linked document to open in a new window tab, so it’s basically doing what it should, opening in new tab, but without it the same thing is happening and it shouldn’t.

This seems to be the problem with all dead link challenges.
Tried it on the latest Chrome and Edge browser versions.

I figure it out. You have to put “Jump to Bottom” instead of “cat photos”.

Maybe you should add an h2 after the href
