In the past I have see an area to help build websites for non-profits. Is this still available. A friend and I would like to start a large project and we would like to help along the way.

The focus changed from helping individual non-profits to using our community to build resources that could be more generally used by a wider range, like Mail for Good for example.
Your best bet at this stage is to start building the thing with your friend and then putting out a call for contributors through appropriate channels. (Note, soliciting for contributors here could fall afoul of the forum code of conduct.)
