You’re confusing comments and other elements. The open comment element is this:

<!--

And an h1 element is this:

<h1>

You have combined them into this:

<h1-->

Don’t do that. That is not valid html. If I wanted to comment out an h1, it would look like this:

<!---
<h1>Howdy!</h1>
-->

or we could put it all on the same line:

<!--- <h1>Howdy!</h1> -->

The comment elements are separate from the others.

Your code is partly passing by accident. You have “destroyed” the existing comment tags by trying to incorporate them into the other tags.

I would suggest resetting your code and starting over. In the beginning, everything is commented out because of the existing comment tags, one at the beginning and one at the end. All you have to do to pass this test is to remove those (2) comment tags so that nothing is commented out. You don’t need to add or change anything else.
