The error message is telling you the url is wrong here.

Reread the directions so you can use the correct one.
assign "https://www.freecatphotoapp.com/submit-cat-photo" to the action attribute of the form element.

It is always better to copy and paste the url instead of typing it out yourself.
That way you don’t get errors.
