Nesting in form

I have tried so many times and I don’t understand what to do.
The input nested in the form is confusing me.

step 1. reset your code.

step 2. make a form element nested around the input element.
example:

</form>

step 3. add an action attribute to the form element with the link "https://freecatphotoapp.com/submit-cat-photo"
