:not(:last-of-type) pseudo-class

I have been trying to use this code “:not(fieldset:last-of-type) {
border-bottom: 3px solid #3b3b4f;
}” to style all the “fieldset” elements except the last one but I am not going through. Please assist so i can move tpo the next stage of my coding.
