Not sure what is going on with my CSS

I don’t understand why my ‘h1’ element goes off the screen when I resize the browser window vertically all the way up? The ‘h1’ should stay where it is and everything underneath it should be accessible with the scroll-bar when I decrease the browser vertically.

What’s going on here?
