Firstly, what is a “Pay Per Mnute text chat” ?
And
Secondly, in theory, any programming language can be used to make anything, some are preferable.

Its a chat that you can give people advice for per minute charge. best example is like liveperson company
So a live chat? Well, yeah I’m sure you could do this with anything. But if you want to make it a webapp which I assume would be the go to would be HTML&CSS for the UI and JavaScript and/or PHP for the actual app and backend perhaps.
