I finished my portfolio but its still saying #7 of the 12 requirements isnt fulfilled. I noticed even the example had that step not fullfilled. Also, it says the certification for HTML and CSS still wasnt earned, was that the reason? https://codepen.io/matthew-pourroy/pen/QWGNgyw

If you move the id of welcome section to the header and set the height for the viewport then the test passes.
I am not sure what you mean here because the sample passes all of the tests.
You need to go to your account settings to claim your certificate. Before you can do so, you also need to agree to the Academy Honesty Pledge.
To make your certificate appear in your profile, you need to have your profile set to public.
