I don’t understand what you need help with.

Creating a paypal account is free and easy to do.
If you go to their website, it will walk you through the steps.

As I mentioned earlier, paypal does a good job of walking you through the steps of setting up a personal account.

  1. Visit PayPal’s website and click the Sign-Up button in the top-right corner.
  2. Select the account type you want — Personal or Business — and click Continue .
  3. Add in your name , email address , and password , and then click Continue .
  4. Add in your address and other required info, and then click Continue .
  5. Optional: Click the blue Get started button, add in your credit card info , and click Add card .
  6. Verify your email address by clicking the link in the email sent to you by PayPal.

I am not really sure how to further assist you beyond those instructions.

I think there’s something wrong here because they don’t just ask for a paypal account
