Some of your code is missing. You can edit your initial post and copy-paste the code into the code area (the part of the post inside backticks).
I’ve edited your post for readability. When you enter a code block into a forum post, please precede it with a separate line of three backticks and follow it with a separate line of three backticks to make it easier to read.
You can also use the “preformatted text” tool in the editor (</>) to add backticks around text.

Note: Backticks (`) are not single quotes (’).
I didn’t test the code yet but you are supposed to have one nav element with all the links that link to each section of the page, and not have the links inside each section.
