You add an attribute after a tag, and one tag can have multiple attributes.
In your case <a> is a tag, href is an attribute and https://freecatphotoapp.com is a value of your attribute.
Exercise wants you to add target attribute to an <a> tag, and it wants you to set target value to _blank.
