i need to add a target to the anchor, but i cant figure out where. could someone type an example, pls?

You add an attribute after a tag, and one tag can have multiple attributes.
In your case <a> is a tag, href is an attribute and https://freecatphotoapp.com is a value of your attribute.
Exercise wants you to add target attribute to an <a> tag, and it wants you to set target value to _blank.

Like this:
<tag attribute="value" attribute="value"></tag>
