Touch sensory input

I’m looking for a programmmer who can help solve a problem I’m having while developing an idea that I have for a program.

The issue I’m having is that apps listed on a third-party app used for tracking user usage doesn’t allow an overlay app designed for touch sensory input(s) - (gaming controller app). A solution may be to create a program for Windows/Linux that simulates touch sensory input cross platform - (Windows/Linux to android emulator).

Each touch sensory input must be programmable specific to on-screen coordinates and have a set duration & amount function.
