Website notification via Browser

Hello,
I developed Weather app based on geo-location. I want to use cookies for users who access this page and after complete a form, users can receive push notification via browser with termperature in their location.
I found this tutorial https://www.youtube.com/watch?v=OMXtJ0USM8s but I don’t know how to send notification if user is not active on my site.

I don’t think you can do this aside from pinning the tab within the browser.

alternatively if you know nodejs, you could create an electron app, which will run in the background on your mac/linux/windows pc.
