What is isModalShowing and how exactly does the screen toggle between the rules screen and the main screen? Dice Game Step 13

I solved it but I dont understand it. I want to know what is isModalShowing as I could not find any definition of it online. And it looks like it is toggling between the and the in the HTML but how exactly?
And what is rulesContainer being set to ‘block’ or ‘none’ have to do with this?

isModalShowing is a variable that has been set in line 14 to false.
Anything can be the name of it.
It is toggling cause it is an addEventListener that has been set to “click”, in line 20.
Block or none relates to display.
