Revisit the lesson. The instructions say;
Nest the existing input element inside a form element and assign "https://www.freecatphotoapp.com/submit-cat-photo" to the action attribute of the form element.

so i replace “submit-cat-photo” with “Thank You message for Cat Photo App form submission| freeCodeCamp.org”?

This line is incorrect. You literally replace the action attribute with "https://www.freecatphotoapp.com/submit-cat-photo"
You do not click on the link and replace it with what comes up.
