What's wrong with my code

Tell us what’s happening:

Your code so far

<!--<link>
 <href="https://fonts.googleapis.com/css?family=Lobster" rel="stylesheet" type="text/css">-->
<style>
  .red-text {
    color: red;
  }

  h2 {
    font-family: Lobster, Monospace;
  }

  p {
    font-size: 16px;
    font-family: Monospace;
  }
</style>

<h2 class="red-text">CatPhotoApp</h2>

<p class="red-text">Kitty ipsum dolor sit amet, shed everywhere shed everywhere stretching attack your ankles chase the red dot, hairball run catnip eat the grass sniff.</p>

The comment in the first line.

it should be like this for the link html tag

<link>
with no closing tag

so for your code you need to put it like so
<link href="https://fonts.googleapis.com/css?family=Lobster" rel="stylesheet" type="text/css">
now to put it as a comment do as so
<!--
<link href="https://fonts.googleapis.com/css?family=Lobster" rel="stylesheet" type="text/css">
-->

Your welcome regards.

Another thing. Why are you giving styling to p and h2 tags when you have already give styling using a class?
