Why are <Meta> tags nestled under <head>?

I’m sought of confused… does anyone know why the ‘Meta’ tags are nestled under the ‘head’ tab instead of the whole ‘html’ page? … they way I “read” it, it seems like the ‘meta’ is specific to the ‘head’ not the whole ‘html’/page/code .

Any help understanding this would be great.

The <head> is used to give the browser extra information about the web page that isn’t actually displayed on the page. Since metadata isn’t displayed on the page then it makes sense to put it in the <head>
