Your radio button elements should be added within the form tag

Tell us what’s happening:
Im stuck i dont where to put the form tags. i tried encompassing the pair of radio button code and encompassing the individual buttons themselves. when i did it just made things worse

Solved: Instructions didn't include the form element being, 
"<form action="/submit-cat-photo">" Maybe they should add that part. But what does that actually mean? "submit-cat-photo" i dont see that anywhere on the finished product. is it so the developer has that particular user response logged?
