This is a known issue, I have found posts about this problem from years back:

So something weird is happening on CodePen. When I make a placeholder link for the Tweet hyperlink, it only work if I don’t point to twitter’s website: <a id="tweet-quote" href="https://twitter.com/intent/tweet?text=quotegoeshere" target="_blank">tweet this</a> Does NOT work. Looks like Twitter doesn’t accept embedded links from CodePen.

People say the link works fine when you deploy the app outside of CodePen!
