Crear un elemento en formulario

Mi problema es con el input dentro del form, dejo mi código hasta ahora
La tarea dice: Anida el elemento input existente dentro de un elemento form y asigna "https://www.freecatphotoapp.com/submit-cat-photo" al atributo action del elemento form .
