yes it is a bug. you can skip or look at similar posts in the forum for how to get past the challenge.
also encountering the same bug.
Tell us what’s happening:
The 2nd test is insisting that the
element is not between the h4 and p elements, when, in fact, it is.
Failed test: “The hr tag should come between the title and the paragraph.”

Replace the paragraph>tag with em>
Yeah…the solution is to put <.em.> in front of <.p.> (<.em.><.p.>…<./p.><./em.>).
I got same question and i found this. thanks for the tips!

Excellent - I’m so glad to have found this post, as I was kicking myself wondering what I was doing wrong on such a simple challenge! Hopefully they’ll fix it soon
