Creating four waypoints for keyframes called wave

I have been trying to add four waypoint to the keyframe, wave. the code keeps returning as error:

@keyframes wave {
from { margin-top: 10%;
margin-bottom: 10%; }
to { margin-top: 10%;
margin-bottom: 10%; }
