CSS Tiling Background Not Loading!

Okay, so I’m having trouble getting my background file to appear in my style.CSS file! Help is appreciated. What am I doing wrong? I inserted the proper code from W3Schools properly, or so I thought… I’m using neckties and uploaded a jpg to my dashboard. Below are the screen grabs. I’d like to know what I’m doing wrong as a newb!

Nope! Naddah. I just tried that and the problem still persists.
