How can one do this in css?

There was a way to create that effect in css for the background, but I forgot how. In fact there was a website that allowed me to do that. Any one knows anything?

This looks like an svg image. You can make one.

Is there anyway to apply is without a svg? like with transform?

Yah , you can make one using css but it won’t look as refined as svg above.
I believe u would need to use few transformations
