If you are going to use the border property to define the size and type of border, I think most people would also stick the color on that property as well, since the border property is a shortcut used to set the width, style, and color of the border.

Since you aren’t setting the color with the border property then the color defaults to currentColor, which isn’t what you want here. And since you are defining the border property after you define border-color then your border-color property is being overwritten.
