How to stretch bottom border of table for each <tr>?

I am having trouble applying a bottom border for each table row when the number of items inside each table columns can be empty . Please see the attached picture for a better visual.

I know i can enter empty td cells to make up for the emptiness, but it doesn’t seem like best practice to me . Any idea on how to resolve this?

To summarize I would like the row of 2021 to look like the row of 2020 with a bottom border that spans to the very end of the table.

An alternative would be to attach top border to the 2nd row that would work as well.
