If you use the twitter button from the Debug view it will work with target='_blank' (View button > Debug mode).

I never use the debug console of vs code

It has nothing to do with the console. The pen is running embedded inside an iframe. When you use the Codepen debug view it just opens the page in a full-page view without the iframe.
