HTML-CSS Building Colored Marker s—STEP 46

Hi,
Would someone please explain to me why this challenge would mark #00ff00 as successful for red, green, blue, WHEN IN FACT, the yielding colors for that code are red, green, black?

Look at the screenshot to see what I am talking about.
Also, if 00 = 0% of a color and FF=100% of a color,; then , how come 00 gives red instead of black???

I am confused!!
