Nest the existing input element inside a form element
This is the existing input they are talking about.

You need to wrap your form tags around that.
If you need help on how to do that then you can look at the example again they gave you.

assign "https://www.freecatphotoapp.com/submit-cat-photo" to the action attribute of the form element.

You need to add that url address to the action attribute.
