You did create a responsive image BUT it only applies to devices that are 260px wide and less.
Wouldn’t it make more sense to create a responsive image for all devices? 
Once you make that small change then the test will pass.
The more correct term for what the test wants is fluid images.
Responsive images would be images that you adjust in some way at different screen sizes, maybe the position, or different versions of the image, etc. Fluid images are just making the image scale up or down according to the container width.
