How does one have an image blend like this?
May someone please provide resources of how to achieve such design too?

Maybe giving more specific example would be better to explain what you mean by blending background, but so far I can say instead of experimenting with img element you can give different opacity values and transparent backgrounds to the elements that are in front of the background image
I think it is a case of photography, lighting, and some post-work in an image editor. But the image is so small, it would be better if we had the actual link to the page.
I’d say the answer is “Photoshop” (or similar), but you could also do it with an overlay that has a linear gradient as background. I’m sure it’s Photoshop, though.
