The instructions say:

Nest a self-closing link element in the head element. Give it a rel attribute value stylesheet and an href attribute value of styles.css

So first create a link element…
You said you don’t know how? But you do know how, just like every other element you have created so far! (But it is self-closing like the img tag)

So:

Now all you have to do is add some attributes…
