as per instructions thats what needs to be done

In the text of your p element, turn the words cat photos into a link to https://freecatphotoapp.com . When you are done, remove the old anchor tag and text below the paragraph.

now in your code:

it’s invalid syntax, if you want to know how to turn element into ‘links’ you can see that from given code in instructions:
<a href="https://freecatphotoapp.com">cat photos</a>

now my suggestion to you is, go through ‘instructions text’ that i shared at top and see if you can figure it out what needs to be done, everything that you need for this step its there, now you just need to put them into right place and remove that extra ‘a’ tag as per instructions!!
