This is a comment, not an anchor element/ link. You need to put the anchor element from Step 11 inside of the p element, replacing the text ‘cat photos’ with the entire anchor element.

No. That is not an anchor element. That is a closing HTML tag.

I am kind of confuse right now. I replaced the link with step 11 and it still says that I need it to be in (a) element. can someone please explain to me?
