It says that we can turn some text into a link, wrapping the text between the <a> tag.
So here, you are asked to turn the “cat photos” part into a link, with the same techinique.

For example,

<p> Sample text part with <a href="https://mystupidaddress.com"> Link </a> </p>

the “Link” becomes a hyperlink to the given address.

You are missing the closing tag of <p> element.
<p> see more <a href="...."> cat photos </a> in our gallery </p>
