Step 14

Add a target attribute with the value _blank to the anchor (a) element’s opening tag, so that the link opens in a new tab.

‘a’ is an element, ‘target’ is an attribute name, ‘_blank’ is an attribute value. The opening tag of an element is always from the left side. You should put what is required by the step inside the opening ‘a’ tag.
