Cannot for the life of me figure out what I am doing wrong here: Step 14

Add a target attribute with the value _blank to the anchor (a) element’s opening tag, so that the link opens in a new tab.

Target is not a html element, target is a attribute like href.

Here is a link that shows how to add the target attribute and its value to an anchor element.

In other words, you should write something like:

<a target="...">

Instead of:

<a<target>...</target>>
