i am unable to understand the statement

Turn the image into a link by surrounding it with necessary element tags. Use https://freecatphotoapp.com as the anchor’s href attribute value.

basically, you are to turn the img into a link. to do that you must surround the img with an anchor tag like this example code

<a href=“#”><img src=“link”></a>

you can see i placed an opening tag on the left of the img and a closing tag on the right.
