Apparently I have either omitted the URL or have a typo.
and also I am not sure how my img element should be nested within the anchor (a) element.

Turn the image into a link by surrounding it with necessary element tags. Use https://freecatphotoapp.com as the anchor’s href attribute value.

You haven’t enclosed the img element in anchor tags. You have put an anchor element after the img element, which is also syntactically incorrect, as the href attribute should be inside the opening anchor tag.
To enclose the img, put an opening anchor tag before it (with the href inside) and the closing anchor tag after it.
