How do you turn something into a link in HTML?

To turn an image into a link, surround the image tag with anchor tags.

for example:
(this is an example not the answer)
<img src="" alt="">
To turn this into a link I would add anchor tags around the image tag.

<a href="">
  <img src="" alt="">
</a>

or formatted like this:
<a href=""><img src="" alt=""></a>
