In step 17 it asks you to add a new h2 heading element. Why wouldn’t this be an h3 if I used h2 above in the previous section?
Because they are at equal positions in the heading hierarchy. They each introduce a new topic. Now if you added a sub heading under the “Cat Photos” heading, perhaps something like “Kittens”, then that would be an h3 because it is a type of Cat Photo.
