Remove the forward slash at the beginning of the attribute value.

You have <form> action="/https://freecatphotoapp.com/submit-cat-photo" </form>
You just need to

  1. Remove the / before https
  2. And 2 move the > to after the "

So it should be

MOD Solution removed

The action attribute is part of the opening <form> tag it needs to go within <>along with form not just between <form> and </form>

If we look at the img element and how we added the scr attribute and its value url, we may see that to add the 'action’ attribute and its “url” value to the ‘form’ element would be very similarly entered in the opening ‘form element tag’

Example:

<element attribute="url"></tag>

Your action attribute is outside of where it should be.
To add attributes, you need to have the attribute within the opening tag. For example, if I wanted to add the href attribute to an img tag it would look like this:

<img href="url">
