So take a quick look at the instructions again which ask you to:

“As the form will have three distinct sections, add three fieldset elements within the form element.”

I see you have started one fieldset element but you never closed it. You close the fieldset element by doing </fieldset>

So you need to close the first one and still add two more fieldset elements
