i have tried to add the fieldset element but my code cant run

This is what it currently looks like.

You seem to have removed the fieldset tags nested around the Personal and Business account buttons.

        <label for="business-account"><input type="radio" id="business-account" name="account-type" /> Business Account</label>

There are also several I accept the terms and conditons labels.

Start by deleting the first two labels for the terms and conditions.
Then nest a fieldset element around the Personal and Business Account labels.

Finally, move the fieldset at the bottom of the code block so that it is above your label for terms and conditions.
