there is something problem within your code you forget to add the link in the label after the input tag.
so now you shall have to write , I accept the then open your a tag with in href attribute.after that you give the link as you see step 31 examples,after you close then add it to appear your link.see the example below for more understanding.

You should see the issue here. Why do you have the words terms and conditions twice?
